JOB SUMMARY:

The Congressional Budget Office is a small nonpartisan agency that provides independent, objective economic and budgetary analysis to the Congress. CBO's Office of Financial Management (OFM), which consists of four professional staff members, seeks a midlevel accountant to assist in the management and accounting of the CBO's annual appropriation. The person in this position will work directly with the senior accountant and report to the Chief Financial Officer (CFO).

The accountant will support the senior accountant and the CFO in preparing agency-wide financial statements and internal management reports. The incumbent will document and employ accounting standards, policies, and procedures; examine, analyze, and interpret accounting data, records, and reports; process accounts payable; and perform other accounting and budget functions as assigned. The incumbent will conduct property accountability and internal control reviews, and draw on the principles and concepts underlying such activities. The midlevel accountant will also analyze internal control test results, and, when necessary, will identify and develop corrective actions and process improvements. Closely coordinating with the senior accountant, the incumbent will assist in the annual independent audit of the agency's financial statements.

QUALIFICATIONS REQUIRED:

Candidates must have a bachelors degree in finance, accounting, or a similar analytical field and between two through ten years of accounting experience for the federal government. Candidates must have hands-on experience producing financial statements and recording and reporting general property and equipment. Candidates possessing strong accounting system and application skills, and knowledge of audit and internal control theory, concepts, and techniques are preferred. Experience developing automated financial management tools and familiarity with government travel are plusses. Candidates must demonstrate a strong ability to research and resolve accounting discrepancies. Candidates must also possess the ability to gather, assemble, and analyze accounting data for timely and accurate financial reporting.

Demonstrated skills working both independently and collaboratively with staff at all levels are required. Strong skills with computer applications such as Excel, Access, and related products are a must. The ability to handle a wide range of time-sensitive projects simultaneously and the flexibility to work additional hours as required are essential, as is the ability to communicate effectively, both orally and in writing.

Candidates must have had or be able to obtain a favorable adjudication of a public trust background investigation, which includes a credit check.
