All new DCIPS employees are required to complete a two-year DCIPS trial period.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

DUTIES:


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:

- Performs analysis of intelligence systems to ensure existing plans and policies adequately address security controls protecting the confidentiality, integrity, availability of the information being processed.

- Performs highly complex studies, resolving challenging problems for which precedents may not exist and reports results to management assessing policy needs governing IT and IA activities.

- Interprets DoD, USAF and Intelligence Community (IC) guidance and applies it through the development of policies for the area of responsibility (AOR).

- Attends DoD and Agency conference and meetings that bring together national and Agency users, IA professionals, system engineers, and project managers to cohesively address and de-conflict emerging technologies and issues across multiple communities and the entire information system life-cycle.

- Negotiates with or otherwise attempts to influence MAJCOMS, HQ USAF, DIA, NSA, and other national-level agencies and contractors concerning their acceptance and support on IA policy issues through the implementation of guidance and standards having application in support of the AFISRA mission worldwide.

BASIC REQUIREMENTS:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Ability to communicate clearly, concisely, and accurately, both orally and in writing. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

6. Knowledge of security procedures to maintain control of classified materials and to report all security-related incidents.

OTHER SIGNIFICANT FACTS:

1. Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of the position.

2. This is a Testing Designated Position (TDP), and the employee must pass initial and random short notice drug testing.

3. Position requires both short and extended periods of temporary duty (TDY) within and outside the Continental United States (CONUS).

4. Frequent travel by all modes of military and commercial transportation, occasionally on very short notice, is required.

5. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from the position.
