JOB SUMMARY:

Under the direct supervision of the Executive Director of National Center for Organization Development (NCOD).  He/she has authority for making independent decisions consistent with broad authority and without specific approval.  Work is reviewed only for soundness of judgment, effectiveness, and acceptance.

Daily interaction with clients and co-workers via virtual modalities; continually seeking and developing more efficient ways to perform work and maintain team functioning of consulting team. Utilizes servant leadership principles as a foundation for guiding self and other leaders.

Applies broad knowledge of systems and health care administration, business management, and public policy, and has qualities of seasoned judgment, initiative, resourcefulness and originality. The approach to the program is proactive, not reactive, and is focused on management for results and outcomes.

Core services include research, training, and practice designed to strengthen VA workforce and leadership engagement, satisfaction, and development.

VA structures its SES positions into pay bands.  This is a Pay Band 3 position.  The salary for this position is $121,956 - $168,700.  Exceptions to the salary cap may be authorized.
Permanent Change of Station is authorized.  A recruitment / relocation incentive, and / or Appraised Value Offer (formerly Guaranteed Home Buyout)may be authorized.

DUTIES: 

The Deputy Director, Consulting Services serves under the general direction of the Director, NCOD.  The responsibilities include, but not limited to the following:

·       Sets the vision for Consulting Services, which includes 25 professional consulting staff, who provide on-site and virtual organization development consultation services.

·       Develops services using principles, practices and techniques that foster organizational health, including but not limited to: building a positive organizational culture, utilizing effective change management strategies, promoting a psychologically safe work environment, and modeling servant leadership principles.

·       Oversees the development of empirically derived solutions that address complex organizational problems and support national priorities and initiatives, utilizing a process consultation model.  The incumbent collaborates internally within NCOD and externally within VA to develop data-driven products and consultation services.

·       Formulates, implements and evaluates a range of programs and consultation services that support leaders and leadership teams in adapting and thriving in the rapid-paced environment of health care and other Veteran services.

·       Conduct organizational analyses and reviews and make recommendations concerning and mission and function of the organization.  Such analyses may include the development of implementation plans for improvement activities.

·       Develops strategies that include executive coaching, team coaching, assessment and interpretation, leadership development, and short- and long-term process consultation. Strategies are designed to support clients in achieving specified outcomes and evaluated for effectiveness
.

QUALIFICATIONS REQUIRED:


To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications.  These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, or program manager.  An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. 
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. 

Mandatory Executive Core Qualifications (ECQs): All applicants must submit a written narrative in response to the following ECQs.  Each ECQ should contain at least two examples describing your experiences and accomplishments/results.  For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications.  Applicants are encouraged to follow theChallenge, Context, Action and Results (C-C-A-R) model outlined in the guide.  Responses to ECQsmust not exceed 10 pages.  It is recommended that applicants prepare the ECQs in a Word document and upload it into the application system.

3.  Results Driven:  This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that  produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 

4.  Business Acumen:  This core qualification involves the ability to manage human, financial, and information resources strategically. 

5.  Building Coalitions:  This core qualification involves the ability to build coalition internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (TQs):  All applicants must submit a written narrative response to the following TQ.  Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses to TQs must not exceed 2 pages per TQ for a total of 4 pages.

TQ 2.  Demonstrates knowledge of or experience with aligning human resources with an organization’s strategic business plan and familiarity with teams-based organizations and performance measurement to include shared leadership models, employee employment, customer service standards, and organizational effectiveness.

WHAT TO EXPECT NEXT:

The Corporate Senior Executive Management Office (CSEMO) will review all applications to determine if applicants meet the technical qualifications of this position and the SES ECQs.  Those who meet the qualifications will be referred to a panel of SES members to determine the "best qualified" candidates.  The panel will make a recommendation to the selecting official about the top candidates that s/he should interview.  Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualification Review Board (QRB), unless the selectee is a current / former SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
